The Kirkwood Specific Plan establishes goals, objectives and policies relating to development of the Kirkwood community. Kirkwood is located within 3 jurisdictions: Alpine, El Dorado, and Amador Counties. The ski resort is operated through a special use permit with the Forest Service, while other uses commercial, residential, recreational etc. are regulated through the specific plan. Lands in the Kirkwood community are identified as Planned Development by the Alpine County Zoning Code. This designation has allowed the county to approve the combination of uses found in the specific plan.
